The governor of Mexican state Chihuahua has announced tougher penalties for people who kill journalists and police officers. As the Guardian noted, the proposed Mexican state government penalties will require life imprisonment for “killers of on-duty police officers and journalists.”

This comes just a month after Juarez, Mexico newspaper El Diario de Juarez published an editorial addressed to the drug cartels and agreeing to curb its reporting on them.  The editorial was a result of the second journalist from the newspaper being killed in two years.
